RISE submits only bid to run 24/7 shelter in Saratoga Springs.

Tuesday’s reveal of bidders vying to operate a year-round, 24/7 homeless shelter in Saratoga Springs was brief and to the point: “RISE is the bidder,” said the unnamed person unsealing a package behind the Accounts Department window at City Hall. “They bid $504,222.” RISE Housing and Support Services has operated the city-based low-barrier shelter on Adelphi Street since 2022 and serves more than 30 people who cannot access traditional shelters due to mental health or substance-use challenges. Their current contract with the city concludes at the end of this calendar year and the city issued a Request for Proposals on May 20 – with a June 2 deadline – to entice potential bidders to submit their intentions of operating a 24/7 shelter in 2026 that would provide access to individuals without requirements for payment, sobriety or program/treatment participation.
